To get the menu, download "candymenu.zip". It is a zipped folder (.zip) that includes the following:
If you want to change the color of the menu in the PSD file, use the "Adjustment Layers" included with clipping masks. However, for the menubar itself you should click on the "Layer Effects" icon and put a tick in the "Color Overlay" box. Then simply adjust the color to your liking and play with the blend modes.
