Creating forum software is not an easy task. What technology are you planning to use? If you are planning to use ASP or ASP.NET have a look at these ASP and ASP.Net Tutotials.

Hi,
download ASP.NET Forums. It’s absolutely free and takes only minutes to install!

But ASP.NET Forums requires the Microsoft .NET Framework and Microsoft SQL Server or MSDE, and runs on Windows 2000 and Windows XP operating systems.
The .NET Framework may be installed as a web download.
It is also provided as a Windows 2000 and Windows XP update from the Windows Update Service.

I agree with your suggestions but learning curve for ASP.Net is very steep compared to PHP Forum software. This is only a view

I agree - asp.net if not something for beginners - I would use pre-built forum software if your not a programmer.
